if the umpire is made aware of it and Doesn't force the sub, is he under any legal liability?
Well, he shouldn't be an umpire any more. The coach should have more legal liability, if there is any.

Why shouldn't he be an umpire anymore? There is nothing in the rules posted that say he is the enforcement arm of this "rule."

I think its a good start. Better than the BS innings pitched rule in Travel Baseball. If a kid gets on the mound, chunks 40 pitches while walking 3 kids, giving up 4 hits and beams a few more without recording an out it doesn't count for anything. If his relief comes in and get a triple play on the first pitch, that's 1 inning pitch for a kid that only threw 1 pitch.

Good start
Would reduce to 105 pitches
Intentional walks do not count towards pitch count

In HS, you don't have to throw four balls in an intentional walk

Rules seems fair, protecting the kids from their coaches.
I think local travel ball and recs need to adopt this also. Most track by innings pitched and at younger ages that is in no way a good way to protect a kid.

I agree, I was talking to buddy of mine and he told me his son threw 63 pitches in one inning. I said man you crazy, if your kid cant get out of an inning in under 25-30 pitches its time to pull him.

This is a step in a good direction, but far too high. They only play 7 innings. 125 pitches is a bad number. 100 would be more in tune with 7 innings.
117 was the most mine chunked in a game and that was a 6 1/3 a few CG that were right at 100 one way lower -
125 I really didn't see happen often in the past 4 years...maybe 3 times...
IMHO the pitch count rules and inning rules should not be needed.... weed out the over paid PE teachers from coaching that over throw kids...
bigger danger for HS kids is being rushed into a game without proper warming up ie from 1b or 3b to mound... during same inning...
common sense should be the rule..

Pitch count to me isn't the problem. Like I said, they only play 7 innings. Monitoring pitch counts this year through Game Changer, I only saw 110+ pitches 2-3 times. Most finished in the 90's. I saw several 60 pitch complete games.
The problem is pitching day after day imo. Pitching once a week you will be fine. Pitching Friday night, playing a position in the first game Saturday, then being brought back in for a couple innings the 2nd game Saturday is more the concern.

When I was helping coach Dixie Youth a few years ago, there were innings limits, but I also had my own pitch count. I wouldn't let our guys throw much over 60 pitches a game.
We were lucky in that we had three kids who could do a good job for us on the mound.

Agreed.
Under these rules, 51 pitches or more eliminates you from pitching again in a weekend, or twice during Tuesday/Thursday games.

My son's HS coach has a 90 pitch count. He's quite strict about it too. If you add in the 20-30 warm up pitches and the pick off attempts, I am sure he would be around 120 for the game.
