The issue is they want it to be just like the men’s.
If the women’s tourney was a 32 team tourney it would have more evenness. The women’s game doesn’t have enough high end players to support the size.
Instead of growing the sport naturally, title 9 forced places that have no interest in good basketball to offer high school girls rides. Good for them. But the problem is they didn’t have to get better to make it to college.
There is good competition at the top though.

There isn’t enough talent in the gene pool of women to justify every single school having a women’s basketball program. But thanks to Title IX, universities have to waste money on shite products.
When a group of JV boys basketball players can beat the best NCAA women’s team, you don’t really have a viable sport.

It's actually more now that it used to be but yeah, it's akin now to what the men's game was in the 70's in regard to parity.
