Could it be that it wasn't handed over for further investigation once they decided to upgrade the charge after collection of evidence
The original article says they have a few parameters outlined that aren't common with Sexual Assault but more common with rape cases
Maybe the info is just coming out because they have turned over the evidence to upgrade the charge

The incident report does not name Winston and describes the offender as being between 5-foot-9 and 5-11. Winston is listed by Florida State as 6-4.
