So he was trying to get a lump sum of cash from the network in exchange for ending the current deal early and then entering into a new long term deal that would be at a more network-friendly price? Which then would mortgage the future and drop the franchise value to prospective buyers if they're locked into a long term TV contract that's below market.

Yes, in addition to getting a very fortunate and beneficial ruling in bankruptcy court the t.v. deal they received starting in 2014 was a contract to pay them $344 million a year for 25 years - much higher by a large margin than anyone else's even the Yankees. It was in good measure a result of very fortunate timing and on the precipice of chord cutting and unlikely they would have gotten such a fantastic deal in the environment before that and after Covid - the timing worked out.
But however you slice it - whether you think it brilliant business acumen as pro-Dodger folks tried to argue - at least until we found out they don't look so brilliant now - or not - it allowed them to spend more and they did.
The retort that all the other teams "could have" is a hollow argument and just not true.
