How do NFL expansion teams build their roster?

When the Texans came into the league 2002, how did they build their roster? Did the league help them in any way put together a core group of players with free agents? Did they have enough players by training camp? Also, do expansion teams always get first pick in the draft?

Each team had to designate a player that the expansion team could pay to sign or something.

Isnt there an expansion draft? Or is that just in baseball?

Tony Boselli was the Texans #1 pick in the expansion draft i believe.

I remember them getting Tony Boselli too in that Expansion draft. Too bad it didn't work out. also, Aaron Glenn a pretty big name too.

I remember them taking Boseli, I don't think he ever played a game for them.

I remember the expansion draft. Watched it at work in college. Texans fans went nuts when they got Tony boscelli

The Texans were screwed from the start. Tony Boselli was an all everything LT that was supposed to anchor their o line and David Carr was a can't miss QB prospect. Boselli never played and Carr was a mess.

People were actually praising the Texans and Charlie Casserly after those picks.

They had a draft and each team had to make a handful of players available. They also got the top and bottom pick from each round from what I remember. (or maybe that was just Cleveland in 99?)

I loved the expansion draft feature on Madden 2002. After the first year of the franchise mode, you could either switch your team to the Texans or create your own team to replace them and go from there. The teams usually sucked but that was the most fun I've ever had in franchise mode. None of that fantasy draft every team is good bullshite, just one legitimately terrible team of castoffs and rookies.

They made it too easy for Jacksonville & Carolina, so the had to change the rules after that.
