Well, there is a lot of precedence of that happening in F1 before. Take for example Giancarlo Fisichella's win at the 2003 Brazilian Grand Prix:
That race wasn't retroactively shortened they gave up on it because after Webber crashed and Alonso missed the yellow flags and hit one of Webber's tires there was just too much to deal with and get back racing. The race was ended but an initial look at timing and scoring showed Kimi was ahead at the start of the deciding lap (there is a two-lap runback before an incident that prematurely ends a race) but that was just an error that was corrected. That was just a black and white issue that was 100% decided on the track that didn't leave leeway for another outcome to have been possible. It is similar to a lapped car just ahead of the leader at the checkered flag being initially declared the winner but then corrected, it just took them some time. TAG Heuer got a black eye and it was the last win for Eddie Jordan.
I don't dislike Ham but I was always a little bitter he got to keep 4 wins and 6 poles from when he was driving a McFerrari. I consider us even now.

I've always wondered, not if Lewis knew they were cheating, but if he just thought that was how F1 worked.

Well if he thought that he wouldn't be wrong...
Espionage goes on all the time in F1 and has forever. I just didn't like when caught driving a McFerrari whether he knew anything or not he kept his points. That WDC came down to 1 point. Forza Kimi.
Speaking of things I don't know but I just know Nigel Stepney got suicided by Ferrari, La Cosa Nostra, or just some really serious members of the Tifosi.
