If Bottas pit is correct it puts pressure on Max to pit. Now there is no pressure and he just has to watch his time to HAM

The instruction for the weekend was that track limits wouldn't be enforced if there was no advantage.
Horner is instructing his driver to exceed track limits to get an advantage.
Part of F1 that Horner did that. He wanted to call the attention to the stewards without actually complaining about it.

From what I remember, the Mercs were gaining on Max in that section so Horner was telling him to do it as well.

They probably were. But Horner gave direction to his drivers to break the rules.
