You're supposed to design your own car but every team in the history of F1 has copied from other teams, including Mercedes. A few years ago Ferrari had a developed sideboard area that no other team had and Mercedes followed very quickly with their own. As did the rest of the grid.

Teams can buy certain parts from other teams. Last year brake ducts were on that list but starting this year teams could no longer buy them. Racing Point bought brake ducts from Mercedes but only the front brake ducts. As part of that purchase the team was supplied with CAD drawings of the parts so that Racing Point could integrate them fully into their aero.
When they saw the design of the rear brake ducts they didn't think they would work with their high rake design and opted to create their own. This year they went to a low rake design and figured they would just use the CAD drawing of Mercedes rear brakes.
Since they used the front brakes last year they were essentially allowed to keep using them this year but needed to design their own rears without the help of any designs from Mercedes.

Front ok because installed prior to this year, back not ok because although bought in year it was ok, they were produced and installed in year that it wasn’t ok

Pretty much.
Also just to add to some of the confusion, since the rear brake ducts aren't illegal, they can continue to use them this year and next year.

It isn't just from other teams; it's from anyone. Certain parts (deemed "listed parts") must be designed in-house. Others can be purchased from other teams or from third party vendors such as Dallara. Haas in particular buys every part that they can within the rules.

More of the fact that they were closer to Mercedes last year. Now with Ferrari being even further behind than Red Bull, Max has no shot at winning and no real rivalry.
