Yes, you can even target them with the crown of your helmet and it’s legal.

Interfere as in square up and hit in the chest? Yes.

Tackle? No, that's defensive holding. Lay them out? No, that's unnecessary roughness. Hit them in the side or the back? No that's clipping. Take their legs out? Can be called for blocking below the waist outside of the tackle box.

While these are all rare calls, if you watch enough football, you will see all of these calls made during the season multiple times.

i've seen the ends tackle the RB, so he's eliminated many times

this is how you make an option become from 3 options to 1, the qb running, and you hope backers and safety fill.

In HS? Because at any level above that tackling a non ball carrier should be called.
