I actually believe companies do well to market their products - they can convince you into believe are buying a superior product every year, no matter how minor the difference.
The strategy is effective for the manufacturer, but the retailer suffers from too much saturation.
As far as golf overall, the audience just isn't large enough. They aren't selling to a broad market, and the consumers sure as hell aren't young enough to sustain the game long-term.

I don't think a large number of people buy new drivers every, single, year.
But many buy every other year or so, and when they do they want the best. It's still a decent business model, especially if they refuse to lower the price of year old clubs by a drastic amount.

decent point ... even golf nerds have to stop buying new crap every other year ... i'm a 5 handicapper and 45 yo, and i've bought 3 sets of clubs my entire life, and one of those was used (though it was Hogan blades and they were damn good) ... i've bought 4 drivers my entire life, and 3 putters ... more clubs do not a better golfer make ... better clubs aren't gonna help a marginal player one bit ...

I suppose to a point they don't, it just seems that it doesn't happen. I don't know the market factors that keep the price so high, but from my anecdotal perspective, year old clubs still hold high value from a new retail perspective.
I could be way off, I don't buy new clubs every year.

I don't agree with this. As a 22 year old who grew up playing golf all over the midwest, the game is growing substantially by millennials. There are more people playing golf aged 10-25 right now than ever before.
The game will be fine.

yeah ... someone who shoots 90 every time out ain't gonna shoot 80 cause they bought new clubs that are more forgiving than the cast irons he already has ... better clubs, i.e. a better fit for their game or a better fit for their weaknesses, will help the 75 guy more than the 90 guy ...
