Because all of the other players have them and "street cred" is typically tied to jersey sales, especially with kids who buy jerseys.
Kobe's jersey sales went up after his cheating scandal. Paul is squeaky clean and that doesn't help sales.

Most of the top 15 don't have them, or if they do, they aren't visible on the court.
Of the top 15, only 5 or 6 are "tatted up"
KD has a lot of tattoos, but they are all on his chest or back, none visible on the court. Steph only has 1 visible tattoo on the inside of his wrist.
