Plenty actually, there are plenty of people who started off doing things like this who have learned to turn their lives around. Obviously you won't really hear about those success stories, because that isn't news. Just everyday people. But of course, there are plenty of people who started off on petty theft crimes and escalated into full blown career criminal.
For many kids, all they need was a 2nd chance and someone to show that they care. For others, they've had multiple 2nd chances and multiple people in their lives to try and steer them towards the right path, and it still didn't work.
There is no 1 size fits all for this sort of thing.
