Considering that Colorado was 1-10 the prior season, and their only win was against a really terrible team. I would say he did build something from the ground up.
The sustainability part? Of course, that remains to be seen.

Gee I dunno, maybe b/c of how god awful CU had been for the 15 years before he got there? Every single loss but one the year before he got there was by double digits. They weren't even competitive against Air Force let alone their conference members.

What is the root cause of his "success"? Hint, it's not game coaching.

No one is saying that in the aggregate over two seasons, he hasn't done better than his predecessors.

The question is is he building sustainably and is the program setup for long term success? Looks doubtful. Before you even get to his health issues.

You get to coach Ohio state or Kansas next year. Use that big ol brain of yours. Which one do you think would be easier to have success at quickly?

He also came in right as the penalty for transferring went away, so he was essentially able to turnover his entire roster

It’s not like he was “stuck” with the shite roster that went 1-10

Kansas

Less politics
Less booster involvement
Less players being poached by other top schools
Less diva players to deal with
And I clean house and bring in my own roster

Considering "success" at Kansas is 8-9 wins, if you get NIL buy-in, Kansas would probably be easier to be "successful". Just like pretty much anything more than 6 wins is considered very successful at Colorado.
