I think it is almost certain that he was in on it. How could he not be? Did he just make all the calls and meeting up? And if so why? Makes more sense that he was in on it or that he is really gay and made up the girlfriend thing to disguise it.

Here's another theory: The whole thing was fabricated by his dad (who seems like a total douchebag BTW) and Te'o followed along because he hero worships his daddy.
