Its the best and most "fair" gauge when comparing teams playing the same or similar schedule, its not the best gauge when the comparison is between teams that play vastly different schedules. In the SEC Tenn went 7-1, Florida 6-2, LSU 5-3. Tenn also beat UF and LSU. Using the SEC schedule is by far the best method to determine who was best SEC team. Any objective SOS formula will give you the same result anyway. Its when the quality of opponents is different or even just playing completely different opponents that its not necessarily the best method to judge between 120 teams. Certainly Boise going 12-0 on their schedule is better than going 9-3 on an SEC schedule and they should be ahead of teams with multiple loses. Now 12-0 on their schedule might not be as good as 11-1 on an SEC schedule and is not as good as 12-0 on an SEC schedule.

Here is how this plan would have looked for the past six seasons. The teams numbered above eight would have been left out but had some kind of case. Champ is if they won a BCS conference. Let me know if you see any mistakes.

If system was in place, I think the voters would look at the situation and vote up Boise or TCU if necessary. For instance, Wisconsin would have been passed by Boise in 2006.

I like the 8 team approach, but would just take take the top 8 in the BCS period. Too bad for number 9. Better to leave out number 9 than number 3 from a chance like now.

I think the best way is to incorporate a few "play-in" games the same weekend as the conference championships.
For example, this year Boise St might play the PAC10 regular season champ and TCU might play the BigTen regular season champ. That eliminates at least two possible contenders.
It keeps the bowl structure in place so the pro-bowl crowd doesn't object as much.
