Last year was definitely down, but 2008 the ACC might have been the best conference top to bottom (meaning the bottom of the conference was stronger than the bottom of other conferences). It's true the ACC hasn't had the elite teams at the top like the others have recently.

they also played all those teams on the road. Of course they didn't play 11 road games, but they played more during that stretch on the road than at home.

a bunch of .500 teams in league play screams mediocre esp when they went 4-6 in bowls that year

Dude can you not read? How is playing 5 home and 6 road games "playing at home? Oh ok, one year, 79, they played 5 home and a game at Tampa, so we'll call that 6 home and 5 road
I also love the not leaving the state argument, Tallahassee to Miami is only about 50-60 miles or so less than Baton Rouge to Atlanta.
