-Owners take a firmer stance during the next Collective Bargaining Agreement. Be willing to lockout to get it. Players have too much control in current model.
-Include in the agreement incentives for players actually playing games. The 'Boo Boo Ice' cannot play for weeks is garbage for in-person fans.
-Cut the roster by 1 player. Add that position to the G League.
-If a player screams 'and one' during their shot they get zero points no matter what the outcome of their shot.
-Shrink the lane by a couple inches, add that to the 3-point line.
-Reduce 'Defensive 3 Second" calls to 2 seconds.
-Extend the shot clock by another 6-10 seconds.
-Allow Goal Tending for any shot beyond the 3-point line.
-Don't call Goal Tending on shots above the rim.

Widen the court by 3-4 feet on both sides, make the 3 point line a true semicircle, and move the 3 point line back 2 ft. Make the 3 point shot harder to hit and allow more spacing, encouraging mid range jump shots again.

Allow more physicality on the perimeter. You can fight like hell with a big in the paint but breathe on a guard with the ball up top and it’s a foul.
I’d start with something like that before doing anything drastic like altering the rim or changing court dimensions.

Enforce the traveling/carrying rules they way they were originally written…no more “gather step” or guys getting away with one dribble from half court to dunk. No more 3-4 step step back threes.
Eliminate the concept of taking a charge. Half the time it’s just guys sliding underneath guys going to the basket anyways. Make defenders actually contest shots at the rim.
Since the charge is going away, got to enforce offensive players using their off hand to fend off defenders. That’s the new offensive foul. Go back and look at every big dunk from last 10 years, the off hand always shields the defender, usually hitting them in the neck/head area or completely pushes off.
Eliminate 3 seconds on both sides. Let true 7ft monsters back into the game, let them camp out in the paint. Makes the game more physical. Allow zone defense to combat that again. Scoring won’t drop off…teams that have shooters will keep people out of zones anyways.
I’m sure there’s plenty more, but that’s where I would start without changing the rim width, height, or 3pt distance.

I posted the ratings drops, he posted a purchase number then he claimed Silver said what he said when that’s not true. Silver didn’t say the ratings drops weren’t accurate he just dismissed them with excuses. That poster says the ratings drops don’t exist but that’s not true and not what silver said.
