Pretty sure my stance on velocity is pretty clear by now. Watched a Braves podcast yesterday, and they addressed the bullpen additions and subtractions. Spencer Strider was the only Braves's pitcher whose fastball averaged 96 mph. The 3 new guys you list, in no particular order (I forgot) averaged, 96, 98(?), and 94.5 (or something close). McHugh--91, Yates--93, Hand--92. Yes, please.
And I think that by itself makes the need for a TOR starter much, much less. I'm sure we'll add a back end guy on a short/cheap deal and let him battle with all the other arms for the 4th/5th spots. Which again, I'm fine with. As long as AA is willing to add a SP at the deadline unlike last year when he seemed to be banking on injured guys coming back in September and being what they were prior.

No it does not. Your whole premise of "as long as AA adds a TOR at the deadline" sounds great, except beyond last year, he has never shown that he is willing to make a move for a big piece at the deadline.

AA should do everything possible to sign Fried but Fried is going to price himself out of his comfort range just like Dansby. AA better have a plan to in place to deal with that
