The Olympic Games was waaaayyyy more popular before the 90's for a reason. Start a thread for that though.
Mark Spitz is the standard for swimmers. Phelps went after the standard. Ruth was the standard, so Bonds should get your vote over Ruth per your criteria.
All the Phelps mentions are hilariously terrible.

Spitz won seven gold medals in the 1972 Olympics and Phelps won eight in 2008...seems like he broke the standard. Each of his wins were in World Record fashion and only the 100 Butterfly was close.
He swam the 200 Fly in Sydney at the age of 15...youngest male qualifier in 72 years...um, I would say he more than eclipsed Spitz.

No love for Carl Lewis? Dude got 10 Olympic medals (9 Gold & 1 Silver) in four different Olympics. And that was with a boycott of the 1980 Olympics.
