Incredibly stupid to use meth regardless, but why is this a 50 game suspension?

They all tested positive for meth and an amphetamine. Amphetamines fall under performance enhancing I think, not sure. But I imagine any hard drug like that falls under the substance abuse policy.

What is the policy? Every positive drug test isn't a 50 game suspension.
