The inconsistency of the FIA is consistent this year. Have been some crazy arse calls that def haven't taken place in last few. years.
I'd bet they are pissed at Max for calling out the Brtits, so they said "hold my beer"

Both on 'slow' laps. Which may be what forces the hand? They were doing out lap, fast lap, slow lap, push lap, cool down; or maybe out, slow, push, cooldown.
So it was technically a timed lap, although wasn't going to be competitive. George was on a slow lap (which runs faster than out/cooldown) Max I am not sure if slow or out/cooldown/slow.
Being they say "Car 1 was on a different preparation strategy from Car 63" I am going to guess they saw Max as impeding a qualifying driver.

Max had Alonso in front and maintained the gap throughout the corner. Tsu and chec both got reprimands for going slower than the delta but Max got a grid penalty. That's why the stewards have no credibility

Did Alonso, chec, tsu hold up another driver?
They will always get reprimands for going slower if their excuse is they went slower to avoid holding up other cars. You can't go lower than the delta then ride on the racing line with someone on a timed lap behind you.
I think it is a weak penalty, but don't conflate other driver actions when they aren't accused of the same thing.

3 places, but yeah that was noted they went light because it wasn't a "push" lap for RUS. Assumed that meant a timed warmup lap.
