I don't think the FIA officially publishes SL points so they can manipulate them however they want.

I don't understand why this track produces such high speed trap numbers. Bottas hit 231mph here in 2019 but the straights at Baku and spa seem so much longer
The baku straight is a full km longer
The air is thin but that would seem to hurt power as much as it helps aero top speed

Less drag from the elevation. Mexico City is 7300'. They run very high downforce setups, but produce less drag than Monza setups.

The turbo offsets the effects of thinner air.
Naturally aspirated they would lose a ton of power.
