With as many meatball flags as Haas has gotten this year, it should have been dealt with during the race.
Pretty wild that RC or Haas doesn't know the actual rule, though there should probably be a provision that Haas went off instructions that RC gave them to file a protest.

The fine is meh, not sure it counts toward budget caps.
The 10% development may be big if it is 10% across the board.

Its based on their year-end standing, so as WCC they'll now be allowed 63%, instead of 73% if I'm reading correctly.

I think the fine should probably go towards the cap, and without delving into the fiscal information on how the cap was actually breached and how blatant it was, could tie in to the severity of the penalty.
You said it earlier in the thread that the gains that they have already gotten could potentially compound with the new regulations, the 10% will hopefully stem some of that.

The only issue is this late in the year they have no way to rectify the penalty. And most FIA penalties are exempt from the budget cap.

Yeah Medland has good info
As a RBR fan I am somewhat relieved, it could have been worse. Will be fascinating to see how the reduced time affects things, especially if it’s a close race with merc.

FIA is doing a good job making it hurt then, 10% for 500K seems extremely punitive as it should be to deter future noncompliance. Has there been any updates on Aston Martin overspending or did that get resolved, hadn't heard much about them.

The financial penalty to Red Bull may appear light to many...
However losing 10% of windtunnel time will mean that if everyone finishes in the same order as they are in now, they will have 12% less than Ferrari 17% less than Mercedes for next year. That will have a big impact!
