Because it takes a second for the official to do his mechanics after his ruling. That’s silly. The whistle blew as he reached. He has already made his ruling.

No one is listening to me, but the guy was stopped dead, except that his teammate was pulling on him. You can't pull a teammate forward. If the teammate hadn't been pulling on him, it would have been more obvious that the runner was stopped, even if the whistle was late.

Is Mark Jones the biracial guy who is married to a white woman who said a while back that he was gonna decline his personal security for a game because the white cop was just gonna pull out his gun and shoot him?

Its not that they do or dont, it's that they arent the end all be all on when forward progress is ruled stopped

Yes, it announces to the players that the play is over, it doesn’t mean that the ball carrier gets the extra inches he gets from falling forward after the defense let’s up or after reaching. The official has already made a ruling on the spot, you don’t get that extra.
