I think this year is the first year for them, but they aren’t because of COVID. They did it to reduce/eliminate the chance of a driver being hit by debris, which can be lethal when they’re at such a high speed.

Hmm, Rossi is hinting that he is annoyed that Sato is not penalized for his actions on re-starts, so he's mad that he was penalized.

He was driving some for a bad F1 team, but never got any better opportunities in F1 so he went to IndyCar.

I don’t think it’s blocking either but by rule it was. Rossi wreck changed the line it seems due to speed dry
