Why does it seem like all economic news is a surprise or unexpected?

Reading the headlines the ‘experts’ are constantly dealing with unexpected data (unemployment, inflation, spending, etc.).
Are the experts clueless, or do only surprises merit stories?

When was the last time there wasn’t some publicized “crisis” or potential “crisis”? It’s an industry.

In today's world, social media will tell us what we want to hear. Just "like" something and your media will provide more of it. Same thing applies when we watch one of the 24 hour "news" channels. They seem to have 4 folks providing their opinions (which will be slanted towards our favorite form of propaganda) rather than providing pros/cons of a particular situation. So, yes, quite often the truth is a surprise.
