Baw I just had a discussion with my manager about salary due to the fact my TTC (Total Target Cash) was less in actual from 2017 to 2018. 10% of my TTC is in the form of a bonus in which the company issues in the form of an equation that includes a Business Residual Multiplier. The BRM for 2017 was 125% whereas 2018 was 100%. So its possible to lose total money year over year if a sizeable portion of your salary is tied to a bonus.
What I didn't like and which brought up a discussion with my manager is the BRM is a number I have no way of affecting. So I asked that I get more "guaranteed cash" in the form of base salary instead of increasing the bonus from 10 to 12.5% (promotion). Instead, I guaranteed myself 7k extra a year in the form of more base salary.
In your case OP, I think you counted your sign on bonus as something you get every year which is not the case...
