Anyone ever have the State lose your tax forms?

I got a letter in the mail Friday from LDR saying I owed a huge sum of money to them for 2008. I have gotten a refund from the state every year for 60-100 dollars. Apparently they lost my 2008 documents or never got them in the mail. I didnt notice I didnt get my refund. Well 2 years later they want to charge interest and penalties on what they think I owed.
I logged into their website and for 2008 they had that I paper files but had some wierd date on it. Filed an amended return for 2008 uploaded my W2 and 1040A to them and now the state owes me 70 dollars.
Wish I could charge them penalties and interest on it.
This is the second time they have lost my return though and both times they have owed me money. Is this that common? At least LDR has a nice online filing system now though.

My experience is that this is all too common for Louisiana.

Did I proceed in the right fashion by submitting an amended return? (I believe that is what I did last time)
I was going to call them tomorrow since I forgot the letter they sent at home. I figure they will just issue my refund and drop all their charges since I didnt owe them money. But I may want to make sure they know I filed.

ALWAYS send your tax paperwork via Certified Mail.

If you live in Baton Rouge you can save on the cost. Just take your return to the Department of Revenue office with a copy of the first page of your return. They will stamp the copy indicating that they received it that day.
You can do the same with the IRS at their office in the Hancock Bank building at CitiPlace.

When they owe me money Im not really concerned unless I get a good bit back. If I owe them money then I agree.
In this case they lost my paperwork.. (Who knows they may have gotten it delivered and still lost it or they never got it)
But I will probably file with the state online for free now that I have seen it become useful. 2 years ago it wasnt really an option.

If you submit it through the LDR website I would assume that its as good as getting it stamped there.

Yep. They lost mine. Posted it on this board last month on the CPA thread. My CPA sent them a copy. Assume that the La. Dept. of Treasury is staffed by idiots.

fortunately, I owed taxes that year and had written a check, which DID clear the bank. Just sent them a copy of the return and check and the case was closed.....

Yep. They lost my 2005 return and they owed me money. I just sent them a copy and they sent me a check.

Exact same thing happened to me at the beginning of this year. They sent a notice that my wife owed $1200 in due state taxes. She got a $100 refund that year. After about 3 months of communication via mail (because I literally called about 40 times on numerous occasions to hear a busy signal), they finally sent me a letter back saying that she actually did not owe that. I wonder how many people they send these letters to and the people actually pay without contesting?

My son has the same thing for 2008 and its not resolved. He didn't listen to me and keep a hard copy. He just filed online.

Did he owe money? If he owed money then he would have had to pay them. If they owed him money why would it still be unresolved?
All he would have to do is refile. Doesnt really matter when you file if they owe you money. So hard copy or not he should be able to file an amended return or provide a copy of the original return and they would cut him a check.
