Weather channel was predicting 4-5" of rain for NOLA. Thats like a normal summer thunderstorm.

Meaning if water is poured into it upstream of New Orleans, it will flow through New Orleans which could raise the river if it's enough water.

You definitely don't know how the Mississippi River works. Rain from one storm is not going to have an impact.
