Tops was initially started by a single donation from a charitable person, then was picked up by the state as a program to keep students/grads in LA.
AGAIN, TOPS is an achievement based system, not getting free handouts because you're too lazy to get a job.

I doubt it but it would be great. I'm not a political animal anymore, life's too short to live that miserable existence. But I would love to see him get a heavy dose of accountability for his idiotic and irresponsible statements on shutting LSU down.

exaclty, most of socialist Europe has tougher standards for their free higher education programs. TOPS sounds like something Bernie Sanders would propose.
