And to boot, a portion is going to the LSU Foundation (Academic portion) to combat budget cuts. There was a story in the Revielle about it. The AD is going to be lucky if they're allowed to keep 30% of it.

You're talking about something completely different. You're talking about the pay lots. I'm talking about the people all around the parade grounds, near the greek theater, up Highland Road, South Stadium Drive near Tureaud Hall, etc. Those aren't permits.

You simply were not specific enough in your original post. LSU has had permitted parking lots for awhile, thus has had "permit required tailgating locations". Learn to be more specific in posing questions next time.
