He helped ruin Perriloux. Carter left to get paid an run track in Europe. He got hurt came back to BR with cash and then bank rolled every night out with his friends from the team. If there was trouble he was somehow involved.

Don't know FL law. A car is an extension of your house, having a weapon in a car is OK in most states.
