He wasn’t necessarily offered that after being drafted. He could have received a call saying “we’ll take you at pick ___ if you’ll sign for ___”, although if a team saves enough in the manner we’ve outlined earlier in the thread, it is still possible to make a big offer to late round picks (though that much is really pushing it).

Gotcha. So the team that drafted him that late probably wasn't capable of offering him that much. (But he was informally offered that much in one of the early rounds.)

Of course the best available list is loaded with Vandy players meaning another stud recruiting class coming in. How these guys haven't won a Natty is mind boggling.

Just to give you an idea, the Cubs signed their 9th and 10th round picks for $5k each last year. That gave them nearly $260k to throw on top of the $125k you can potentially give to a pick after the 10th round. They also signed their first round pick for $173k under slot, giving them an additional $433k, so they could sign a guy in the 11th or 30th round for up to $558k.

As MOT said teams will call and give a rough number and if they aren't confident they'll just wish you a good day and move on to someone else.

Most.
There were like 25 guys who signed for $10k or less in the 10th round last year.
ETA - you rarely see a junior or top HS guy in these rounds. You draft guys who have no leverage here and you spend that money on the risky guys in the 11th or later.

You would probably have to find a list and filter on everyone that signed above 100K in rounds 11-40.
For real time tracking as signings are reported, Baseball America provides a good database/calculator that outlines how much pool money each team has left to spend, so you have an idea of what they’re stockpiling and who they have left to sign.
