Based on the map showing state waterways, I think it is a monetary initiative to clean up litters that flows down river to Louisiana.

I'm hoping its more than that, like "master plan" that encompasses new facilities and/or upgrades across the athletic dept. including, but not limited, to basketball arena, track and field, swimming and diving, baseball.

The fact that it’s from @LSU, and not LSUAthletics or LSUFootball, etc. makes me think it’s an academic thing, not sports.
