No. It doesn't. College stadiums are run by a school admin. Theyre not in a position to get things together like this when they have their own games to worry about.

Yes, there is. A few years back, ECU moved their game against Miami to Carter-Finley Stadium (NC State), I believe due to a hurricane.

It would still be a neutral site. Its been done before. Not ideal, and not saying it would happen, but I bet USCe would want it there over all the other options minus Charlotte.

If USCe cannot get Charlotte, they will pick BR. It's really simple. Those two sites are the only two which make any financial sense here.

I wonder if SC safety officials are telling the university not to make fans get in their cars and drive through the state to get to a place like Charlotte. That seems sort of counter to the news reports about roads, bridges, etc.

Yes, due to proximity. If Clemson were available, I have no doubt that would be option #1.
