I heard that the Gamecocks are gonna start him at quarterback. Does anyone know anything about this guy and what he brings to the table for them offensively?

The reason he's starting is they've had OL problems this year and he's mobile while Smelley is not. He doesn't bring anymore to the table passing wise over Smelley, but he is mobile.

He looked ok in a few series that I saw him play in an earlier loss. Not great and I think threw a pick.

Not that Garcia. This guy was an actor and played in movies like the Untouchables and Oceans 11. He's back in college playing for the ole ball coach now.

Don't think he's just a running quarterback. He can really throw the ball well. Garcia this year is 23-35 for 300 yards 2 tds and a pick. That's a qb rating of 150.9. The only drawback to Garcia is that he is a freshman and doesn't know the offense as well as Smelley.

garcia looked quite effective and confident aganist UK last saturday, that was the reason they (USC) won. they changed qb's at half-time and rolled

Garcia is all about potential. He is clearly the QB of the future for Spurrier. He is an elite-11 QB, very athletic, and with all the physical tools. He has a strong arm and can make all the throws, particularly the fade to Jason Barnes and the deep outs Spurrier loves. He is also very mobile; able to evade the rush and make the throw or run for positive yardage. He plays fast and gives the team a lot of energy.
So far he has played significant snaps in two games: UAB and UK. Both times were in relief of Chris Smelley when Smelley played poorly.
Against UAB, Garcia played like a high school QB. If his first option was covered, he broke the pocket and ran. He was effective (against an abysmal defense), but did not see receivers open deep. He made a lot of good throws, showing off his arm strength. His one interception was on a deep ball where the protection broke down and he ended up just chucking it towards the end zone.
UK was Garcia's breakout game. He came in with just under 6 minutes to go in the third quarter. USC had receivers open all through the game, but Smelley was consistently missing them. Garcia took command, completing 10 of 14 for 185 yards and 1 touchdown (and 2 of the incompletions were dropped). He threw an accurate catchable ball, showing good vision. Unlike UAB, he was making his reads and going to the second and third options. USC moved the ball consistently on every drive once Garcia came in, either scoring or missing field goals (twice). We moved the ball even though we have no running game.
USC has a stable of very dangerous receivers. It is no longer just the Kenny McKinley show. Kenny is the small, quick guy who catches everything thrown near him and picks up another five yards after the catch. Jason Barnes is a big tall receiver who looks a lot like Sidney Rice. He ate UK up on the fade and is very tough to cover, especially for a shorter DB. Joe Hills is similar to Barnes, although not as consistent. Jared Cook is the best pass-catching tight end in the SEC. He is 6'5", 240 pounds with 4.37 speed. Cook cannot be covered by a linebacker. Moe Brown is the speed guy and deep threat, although he has pretty much been beaten out by Barnes. Brown will still see the field a lot as Spurrier runs a lot of 3-wideout plus Jared Cook formations.
One other interesting point is that USC leads the SEC in 3rd down conversions (46%), first downs, and fewest times punted. Despite this, we are not scoring a lot of points. Chalk it up to way too many turnovers, an ineffective running game, and not being able to punch the ball in inside the red zone (USC leads in field goal attempts).
