If the pass is incomplete the recovering team takes possession at the spot of the recovery or interception. I don't think you guys are understanding it correctly.

We played that rule in touch football all my childhood.
Sometimes we would play "Passing All Over", which meant you could throw multiple forward passes off an interception. That was fun!

No, pretty sure everybody understands it. I don't see how it's that much of a benefit. The current state of things where the defender can pick it up and advance it and has the option to pitch back or laterally is working well.

You can lateral back anytime but rarely see it unless end of game or half. Forward pass by defense is nonsense and would rarely be seen, even if it was legal.

I have a rule suggestion: The defense gets to use one flash bang grenade per game.
One time whenever the D wants they can throw the grenade and catch the offense off guard.
Offense can also have a smoke grenade that they can use to disguise their play.
