One is on the field and has made plays. The other has not proven he can stay consistently healthy.

Unless you’re generationally good at it forcing fumbles as a safety isn’t really an indicative or repeatable metric as far as being a good secondary player. Basically peanut Tillman is the only player in recent memory good enough at forcing fumbles to ignore deficiencies in coverage.
And downs doesn’t just have deficiencies…he’s in the worst in the league.
