They can't. It's a matter of opinion on how far they can go out of the line determined by each ref. It's not set in black in white. To me though, that guy definitely ran out, he should have been DQ'd and ruled out.

The attendance figures tonight reminded me of goimg to a football game. A friend asked if many people were there.
