Nope. The Pirates cannot overpay and he's going to want first day cash.

Are you really going to try to figure out the thought process behind the Pirates? Picking players they can't sign is one of the reasons they haven't had a winning season in 17 years.

They will keep scouting him through the summer and decide if it is worth it. Alot of times they just want the rights and continue to follow till August.

Based on last year 7th round money would be in the neighborhood of 125-150K but the Phillies may offer him 3rd round money which would be around 500K. The latter may be hard to turn down.
