Think of a runner missing another base other than home. The runner is then tagged on a live ball appeal by an infielder. Similar at home plate. The catcher misses the tag. The runner slides past home plate. If the defense doesn’t tag the runner then he is considered safe since he passed the plate. The later tag is a live ball appeal and the runner is then called out.
The mechanic for some levels or associations is to call “missed the tag” and wait to see if the defense then tags the runner (live ball appeal). At others the mechanic is for the ump to hesitate slightly and give the safe call. If the runner is then tagged the ump is to give the out call.
My point is the ump may have gotten it exactly right.
