Tate has been the provost and executive vice president of academic affairs at the University of South Carolina.

What all kind of crazy stuff did he do at SC?

LOL. That paper doesn't say "Math is racist." It's just arguing that teaching styles may need to be adjusted to African American children because they have different cultural backgrounds.

If you spend a little time in the sociological literature, there is great discussion about high context versus low context cultures. In essence it's nature versus nurture. "A culturally relevant approach to mathematics pedagogy" would mean that you recognize how someone's cultural upbringing may impact how they relate and learn.
