These first 3 topics are big areas of concern in Louisiana. We have a poorly educated workforce, and many areas with high instances of poverty. STEM careers are highly in demand, and we need people from this state equipped to fill them. In my opinion, if he can focus on those first three topics with regards to higher education in Louisiana, it will go a long way to building up this state.

LOL. That paper doesn't say "Math is racist." It's just arguing that teaching styles may need to be adjusted to African American children because they have different cultural backgrounds.
If you spend a little time in the sociological literature, there is great discussion about high context versus low context cultures. In essence it's nature versus nurture. "A culturally relevant approach to mathematics pedagogy" would mean that you recognize how someone's cultural upbringing may impact how they relate and learn.
