member Cannizaro trotting out every pitcher at the end of that su[per regional? Walker pitched a complete game. Never had a count higher than 2 balls.

Typically yes. TBH I can't ever remember delays of any kind, rain or bush league affecting the team to any significant degree.
In fact sometimes I've found it has helped batters or pitchers focus.
