Does college baseball do those Ump Scorecards like MLB does? The entire inning potentially changes due to that blown strike call.

It was smart to give his guy more time to warm up. He is taking advantage of the rules. It's not fun for the other team or fans, but within the rules.
Baseball coaches will always find a way to use the rules to their advantage
