Not sure how this works. If the Texas girl would’ve hit a homerun, would it still be an illegal pitch?

I think the offense can choose the outcome.

Yes. You can't "decline" the penalty.

That’s an asinine rule. Why does this rule exist?

Ok thanks. I have no clue. It appeared they waited until after the catch to call illegal pitch

The interesting thing is the rules are different during International ball

Like the announcers said, it is a rule (you have to keep the pivot foot on the ground) but rarely is enforced. You could literally call it all day on most pitchers in softball.

The batting team can either accept the play or take the pitch as a ball.

I don’t know all the ends and outs, but I believe it was one of those rules to make for more offense in the game. Took away some of the advantage pitchers had when it comes to angles and release distance, I believe.

The intent of the rule is pitchers were hopping 3-7 feet ahead and re-planting their drive foot. In essence instead of pitching from 43 feet they would be pitching from 36-38 feet. It gave the pitchers a tremendous advantage.
