Help me understand the substitution rule?

When offense subs then defense gets a chance to sub. The ref holds the ball until defense subs have entered. Yet sometimes it leaves the offense with almost no play clock. Is there a minimum time where the refs pull away no matter if defense has completed subs? Sometimes they intentionally dog it…

The offense has to wait ti the ref moves and allows the other team to sub.

I’m pretty sure it’s up to the ref’s discretion to call a delay of game on the defense

I have no doubt they do but you can only get away with it maybe a couple times a game. I'm sure after the first time the other coach will be in the ref's ear suggesting he keep an eye out for it.
