That won't do much for the home run issue. It will make it harder to get break on the pitches, which would increase the number of RUNS (probably with a lot more singles, doubles, and triples), but if these bats just don't have enough juice to get the ball out of the park with any regularity, lower seams on the baseball won't change that.
