Ohio State fan here: I don't think this is the case. That is: he might have been neck-and-neck with Haskins, but Meyer was insistent that the two were basically tied prior to the spring game. And in the spring game, Burrow was better on the whole.

Spring Game Link. Obviously, don't want to read too much into it, as it's spring and there's no real pass rush, but figured you might be interested.

I personally thought Haskins as a passer was too good to not start, but Burrow is still a *good* passer. He's not a clone of Barrett, and we don't have a ton of tape on him, but some number of OSU fans thought he was similarly agile and better than Barrett at passing.
