The rule at least in the MLB is that the bag or runner must be tagged before reaching first. There is no rule that says a tie goes to the runner so only interpretations read that. But I think most umpires assume there is never a tie so they judge if the runner or ball got there first.

Umps give out on good defensive plays. Always goes this way. Ask baseball fans and half will say the d deserved the out and half will go by rule book. I for one third the runner made just and good of play as they D and rules say they are safe. Biggest pet peeve I have with baseball

That was how I explained it to a friend who's starting to get into mlb ball last week.

I told him theoretically a tie would go to the runner, but ties do not really happen
