Pre commitment statements said he wanted to be on campus where ever he was going by June, I believe.

couple things have to happen:
1. He can move any time he wants except for #3 below, but to practice he has to be enrolled. So he's not "officially" on the team until enrolled, among other things.
2. Release from tOSU and FA papers signed with LSU to enroll
3. Has to not drop classes at tOSU (has to be academically eligible when he signs with LSU- so he can't, by whatever means, mess up any classes/grades by dropping everything).
4. If he needs FA and/or stipend for housing (assuming off-campus), then he has to be enrolled and officially on the team, so all above apply.
5. To be enrolled, as grad-student-athelete he has to be accepted in post-grad program at LSU to enroll in first place. Depending on the program, may have to have testing (assume not) and/or approval by program chair.
Almost all of those are formalitites, but do have a certain chronology to it. At the end of the day, if he's not currently taking classes at tOSU right now, then he can move but if he needs aid/stipend, it will have to wait.
They can find a way for him to use facilities without being enrolled no problem if he can move. There's really no violation type rules to worry about there and if an internal rule would get in the way- mass firings.
I would hope he'd try to be registered for classes by June 7. If we're looking at July, he'll be enrolling for fall classes. Note he just has to be signed up, not attending in this situation.

Don’t ask ridiculous questions. Burrow IS Baton Rouge.
